Dear Customers,

I’d like to share my latest update as we continue to support you through the ongoing challenges and impacts of the coronavirus (COVID-19) pandemic.

E.On raised a further COVID-19 related UNC Urgent Modification on 9th October: 0740 (Urgent) Amending the Formula Year AQ approach for 2021/2 Formula Year. This Modification proposes to base the billable Annual Quantities for the coming Financial Year 2021 (the “Formula Year AQ”, used in Capacity charging and for setting Transportation rates) on a snapshot of Annual Quantities taken on 1st April 2020. The current UNC rules specify that the Formula Year AQ should be based on an AQ snapshot from the previous 1st December, so this Modification would move the snapshot date eight months earlier, to remove the COVID-19 impacts.  The next step is for Ofgem to decide whether Urgent status is appropriate, and their decision is due by Friday 16th October.

UNC Modification 0730 (COVID-19 Capacity Retention Process) has completed the workgroup stage and will be discussed at the UNC Modification Panel on Thursday 15th October.  If the panel is happy with the Workgroup Report, the modification will then be issued out for industry consultation.  The Workgroup Report and all related papers can be found here.

Whilst the temporary facilities introduced by Urgent Modifications 0722 and 0723 are still available, they can only be used by sites that are mandated to be closed by the latest regulations from the appropriate regional Government (or Local Authority).  This means that submission of Estimated Meter Readings as actuals and use of the Isolation Flag for low/non-consumption can only be used for sites which are not permitted to open. Xoserve will shortly be sending a list to each Gas Shipper of all their Meter Point Isolations submitted since 12th May (the implementation date of Modification 0723) and asking Shippers to review the status and remove the Isolation flag if necessary.
