I’d like to share my latest update as we continue to support you through the ongoing challenges and impacts of the COVID-19 outbreak.
Since my last update two weeks ago, Ofgem has published its decision on the request for Urgent status for UNC Modification 0730 - COVID-19 Capacity Retention Process and has refused the request for urgency. This means that the Modification will be assigned to a Workgroup for further development.
The next window for Liquidity Relief Scheme Claims will be open from Monday 27th to Friday 31st July inclusive for the July Billing Period. This relates to Urgent Modification 0726 which allows certain Gas Shippers to apply for extended payment terms on some large Gas Transportation Invoices (excluding Energy Balancing Invoices). Details of the application windows can be found on the application form.
We continue to see low levels of new isolations and of Non-Daily meter readings (compared to pre-lockdown) which suggests a low take-up of the temporary facilities introduced by Urgent Modifications 0722 and 0723 (Submission of Estimated Meter Readings during COVID-19 and Use of the Isolation Flag during COVID-19). Several industry forums are keeping a close eye on the use of these facilities. Last week the Performance Assurance Committee asked Xoserve to obtain Shippers’ records of their usage of the Estimated Meter Reading facility in particular, so that we can track when these sites next receive a true actual reading. We will be writing to all Shippers to ask them to provide this information monthly or a nil return.
Unidentified Gas (UIG) continues to be volatile and has tended to be slightly positive recently. However, there are multiple influencing factors and the recent weather has been cooler which can lead to extra UIG. We could still see a return to negative UIG on some days over the summer, as has been the case in the past three summers and in earlier simulations.
