The role of the Demand Estimation team at Xoserve is to support the production of a number of parameters which are required for some of the key processes within the gas industry. Processes that use the parameters include NDM Nominations and Allocations, Capacity and Commodity Invoicing, AQ Calculation and Opening Read Estimation. The parameters effectively represent the consumption profile and weather sensitivity of a particular NDM customer type (known as the End User Category – EUC).
The process of deriving these parameters takes place over a calendar year with particularly busy periods over the spring and summer – see typical timetable here. There is a requirement for the new set of parameters to be presented and signed off by the industry in preparation for the new gas year on 1st October.
At the heart of this process is a sample of gas consumers who have volunteered to share their daily gas consumption with the Demand Estimation team by agreeing to have an Automated Meter Reading device (AMR) attached to their gas meter. This data along with other variables such as weather is analysed in order to try and establish relationships which can then be used in models that derive the parameters.
Although the team based at Xoserve perform the various analytical activities, the ultimate responsibility as described in Section H of the Uniform Network Code lies with DESC (Demand Estimation Sub Committee) – an industry forum comprising of both Shippers and Transporters.
