Introduction of a DN Daily Metered Designation Category (UNC Mod 0933S).

Summary

This Change Proposal has been raised to deliver the requirements set out within Modification 0933S. 

This Modification seeks to amend the designation arrangements contained within TPD B4.7.16 to B4.7.21 by introducing a new designation category of 'DN Daily Metered'. This will allow DNO’s (through the DMSP) to install daily metering equipment at selected Class 2, 3 and 4 Supply Meter Points (SMP’s) and access additional hourly and daily meter read data, without changing the Product Class of the supply and no additional data will be entered into UK Link.

This change will introduce processes and system capabilities to identify and manage SMP’s designated as "DN Daily Metered" and will enable DNO’s to access hourly and daily consumption data at larger Class 2, 3 and 4 SMP’s. 

Key areas which will be included in the Change Proposal are:

•    Receiving, communicating and recording ‘DN Daily Metered’ network designated sites (this includes managing an appeals process).
•    Invoicing for ‘DN Daily Metered’ network designated sites.
•    Visibility of ‘DN Daily Metered’ network designated sites.
•    Managing the DMSP arrangements to ensure equipment and provision of daily/hourly reads to DNs (and Shippers if requested and funded)

Please note, this change will not alter existing Product Class UNC obligations.

The expectation is to align with the existing network designation processes as much as possible and utilise existing file formats and mechanisms to share the daily/hourly read information with DNs (and Shippers if requested). To confirm this is via B2B IX utilising the .DMV file (for DNs) and the .C44 record (for Shippers).
