We’ve published the final draft of our Business Plan for 2026-29 (BP26)

A further milestone in the Business Plan cycle has been reached, with the final draft of BP26 being published today.

The Business Plan sets out how Xoserve will best deliver its core data services and provide innovative solutions to benefit Customers and the industry. This draft incorporates the feedback we have received from Customers during the consultation period and from our BP26 Draft 2 webinar.

This is why we have increased our engagement this year to allow plenty of opportunities for customer feedback. Their contributions have been invaluable and I’d like to thank everyone who has shared their comments and feedback with us.”

The key changes in the final draft are:

• At November's DSC Change Committee meeting it was agreed that the General Change Investment budget would be reduced to ensure a 'TOTEX neutral' investment position.
• The additional (to Draft 1) £0.5m forecast (from 2027-28) budget allocated in the Draft 2 General Change Investment Proposal has been moved into the CDSP Service Enhancement Investment Proposal from 2027-28.
• Expenditure profiles presented in Investment Proposals have, where appropriate, been updated. All Investment Proposals now include Scenario/ Sensitivity analysis as recommended by the third party assessor.
• We have provided a detailed summary of the role of Xoserve's Audit and Risk Committee (ARC) within BP26 and how risks are managed and communicated to customers.
• The enhancements made to BP26 Final Draft have increased our BPIR Independent Assurance score from 93% in Draft 2 to 94%. The full BP26 Final Draft report can be accessed here.

Whilst there is no consultation window and no further changes will be made to the BP26 Final Draft, we welcome feedback from Customers and stakeholders. Any correspondence received will be presented to the Board together with our response, ensuring transparency and consideration of Customer and stakeholder views.
