We’ve published the second draft of our Business Plan for 2026-29 (BP26)

This draft incorporates the feedback we have received from Customers during the consultation period and from our BP26 Draft 1 Q&A webinar. We have outlined the key changes below, and more detail is available in our You said/We did Summary.

• We have included additional information on Project Trident; a closed confidential briefing was held with Contract Managers on 26 November 2025.
• We have included additional information on the CDSP Service Enhancement investment proposal, following completion of the Feasibility Analysis. We shared the details of this with Customers on 13 November 2025. The video can be found here.
• We have raised a new DSC Contract Budget Investment Proposal for non-technical changes; proposing funds are controlled via the DSC Contract Committee.
• We have added additional information on the DDP2 upgrade. As the PAC audit has not yet concluded, we are unable to provide the findings/impacts in Draft 2.
• Through the Measures that Matter project, and in conjunction with our Customers, we have developed a new Strategic Scorecard. This was presented in the DSC Contract Committee on 19 November 2025 and is included in Draft 2 Annexe.
• We have added additional S&O budget to enhance Business Continuity Management (BCM).
• We are committed to retrospectively applying the Cost Benefit Analysis (CBA) methodology for S&O additions since the 2023 Efficiency Review.
• We have added additional funding into the UK Link Sustain Investment Proposal for security provision.

The enhancements made to BP26 Draft 2 have increased our BPIR Independent Assurance score from 89% to 94%. The full report can be accessed here.

Our BP26 Draft 2 webinar took place on Wednesday 3 December. During this engagement session, we:

• outlined the key changes between BP26 Draft 1 and Draft 2 
• provided an update on the investment proposals
• gave customers the opportunity to ask questions and provide their feedback
