Great Britain’s National Energy System Operator (NESO) has signed a landmark data-sharing agreement with Xoserve, the gas system’s Central Data Services Provider, marking a major step forward in supporting NESO to deliver its general obligations related to the co-ordinated development of the energy system and the delivery of Regional Energy Strategic Plans (RESPs).

This new partnership unlocks critical gas data giving NESO an unprecedented, place-based view of how gas is used across Great Britain. The data will power the operator’s decarbonisation analysis and regional energy planning, strengthening decisions on heat, network investment and the integration of hydrogen clusters.

By grounding RESPs in real-world gas demand, Xoserve is enabling NESO to develop more accurate, locally tailored energy strategies. This will help align national net zero objectives with priorities within Scotland, Wales and England, ensuring infrastructure investment reflects how energy is actually used today and how it will evolve tomorrow.

By consolidating previously fragmented, regionally sourced datasets, Xoserve is helping to streamline whole-system planning – making it simpler, faster and more cost-effective.

In partnership, NESO and Xoserve will be laying the groundwork for a more resilient gas system, underpinned by trusted, high-quality data and improved sector-wide coordination. This collaboration will create a robust platform for whole-system planning and accelerate the transition to a more agile energy landscape.

The agreement follows strict data sharing guidance with all relevant data shared through a formal governance process, ensuring all data is used securely, only for its intended purpose, and in line with confidentiality obligations.
