Bianca is part of the Cadent Gas Ltd Executive team as Transformation and Programme Director, leading initiatives that strengthen operational resilience and enable technology-driven change.
She previously headed the RIIO-3 business plan programme, delivering Cadent’s plan to Ofgem — an achievement that secured sector-leading recognition for clarity through the Business Plan Incentive award.
With nearly 25 years’ experience spanning commercial management, IT, security, governance, risk, and technology supply chain management, Bianca brings a wealth of expertise in shaping strategic outcomes and driving complex programmes.
A strong advocate for lifelong learning, Bianca completed a law degree part-time while working full-time and is nearing completion of an MBA. She combines academic insight with practical leadership to advance technology transformation and enhance commercial and supplier governance for efficient, effective operations. Bianca’s proven ability to align strategic change with operational excellence positions her perfectly to support Xoserve’s mission of delivering robust, efficient, and future-ready services to the UK gas industry.
David Handley reached the end of his three-year tenure on the Xoserve Board in October, and following the recruitment process, Bianca was nominated by the Network Nominations Committee as a new Network Nominated Director (NND). Bianca formally took on the role from 1 November 2025.
